Abstract
The purpose of an Explanation of Significant Difference (ESD) is to describe changes in the remedial action due to unforseen conditions encountered at the site during implementation of the Record of Decision (ROD). Changes found in the conditions at the Silver Mountain Mine site require EPA to modify the remedial actions that were described in the March 27, 1990, ROD.
