Abstract
This manual has been developed to assist states in understanding and applying presently available methods for assessment of water system capacity, or viability. EPA hopes that the information presented will stimulate state creativity and lead to development of additional assessment methods appropriate to the circumstances of specific states. Small systems and technical assistance providers should also find this document useful as a tool for water system self assessment.
