Abstract
The Alabama Water-Resources Spectrum, as the term is here is used, includes a wide variety of constituent parts, each of which involves physical factors that have been an impact upon or involve human activities, and hence, must be considered in comprehensive planning for the waters and related land of the State. The inclusion of physical factors (or their measurement and evaluation) in the definition of the spectrum distinguishes it from other elements of the planning procedure that are concerned primarily with legal, economic, or administrative matters. The spectrum forms the physical foundations upon which these other elements be based. A description of the spectrum was begun in an earlier report 'Elements of the Water-Resources Situation in Alabama.' A single element was subjected to exhaustive analysis in the report, 'Use of Water in Alabama, 1970, with Projections to 2020.' Less comprehensive analysis of other elements are contained in the reports 'An Annotated Outline of a Water Resources Development Plan for Alabama' and 'Potential Reservoir Sites for Water Supply in Alabama.'
