This report recommends priorities for the funding of new start federal programs and projects during fiscal years 1982-1986. Also included are ongoing programs and projects recommended for significant increases in funding levels. The Commission recommends that ongoing programs be given the highest priority for funding. Individual projects included in the report are only those located within the Great Lakes basin. Those within a Great Lakes state, but outside the basin were not considered in this process. The priority recommendations within this report reflect a consensus among the eight Great Lakes states, the Great Lakes Commission, and eleven water-related federal agencies which are members of the Great Lakes Basin Commission. The programs and projects are categorized according to their scope and function. The seven categories of effort are: A - Data Collection and Analysis, B - Planning Related Research, C - Special Studies, D - River Basin Planning, E - Feasibility Studies, F - Detailed Planning, G - Implementation. Those programs and projects recommended to start in fiscal year 1982 are ranked as priority I, II or III. Programs and projects recommended for fiscal years 1983-1986 are not ranked. High Priority Recommendations The Great Lakes Basin Commission recommends that the priority I programs and projects be authorized (as appropriate) and funded for fiscal year 1982.
