The film provides a forum for informed and constructive discussion among viewers. The viewer visits eight communities. Each community has a different understanding of their water problems and a variety of ideas for solving them. In each case, the film highlights the positive results of the community's approach to their wastewater management or water supply problems. The film interviews water commissioners, sanitary district engineers, local government officials, business owners and managers, homeowners, manufacturers of water conserving products, Board of Health members and other individuals.
