Abstract
This paper outlines the development of the system for controlling groundwater quality in Michigan. The factors influencing the development of the Water Resources Commission General Rules, Part 22. Groundwater Quality, are described. The process by which the rules were developed and major issues encountered are pointed out. Issues covered include: (1) groundwaters to be protected, (2) the basis of protection, (3) the approach to controlling discharges, and (4) the party responsible for determining groundwater quality.
