| Abstract |
The Clean Water State Revolving Fund (SRF) was established under a mandate in the 1987 amendments to the Clean Water Act. Under this innovative program, each state and Puerto Rico created revolving loan funds to provide independent and permanent sources of low-cost financing for a range of environmental infrastructure projects. By 1995, all fifty states and Puerto Rico had set up SRF programs. This progress report on the SRF program demonstrates the success and benefits of the programs. |
