Abstract | The Water Quality Act of 1987 (WQA) states: it is the national policy that programs for the control of nonpoint sources of pollution be developed and implemented in an expeditious manner so as to enable the goals of this Act to be met through the control of both point and nonpoint sources of pollution. This goal focuses on the importance of controlling nonpoint sources of water pollution. With the enactment of section 319 of the WQA, new direction and significant Federal financial assistance for the implementation of State nonpoint source (NPS) programs has been authorized. This document details the NPS requirements of Section 319 of the Clean Water Act (CWA) as amended by the WQA. |
