Abstract
The purpose of this study is to examine and quantify the statistical trade-offs associated with using various levels of statistical sophistication in network design and to formulate a procedure for accounting for economic constraints in design process. Sampling frequency is the major aspect of network design considered in the study; consequently, the results of the study are directed toward their use by regulatory agencies for the evaluation and upgrading of existing networks.
