Abstract
The Twining Water and Sanitation District has considered alternatives for wastewater management which would solve a pollution problem in the high-quality Rio Hondo watershed of northern New Mexico. The District proposes construction of a new advanced treatment plant with a capacity of 95,000 gallons per day. A major alternative is to rehabilitate the existing plant and provide only the capacity needed to treat existing wastewater flows (83,000 gallons per day). EPA is considering approval and funding of either alternative (as well as providing no funding). Many complex issues bear on EPA's decision, including impacts on water quality, water supply, and socio-economic conditions.
