Abstract
The report analyzes the costs, economic impacts, and benefits due to the land disposal restrictions for newly identified wastes and hazardous soil. It examines wastes affected by the rule. Appendices include: Toxicity characteristic (TC) survey questionnaire, analysis of universal treatment standards impacts, unit costs used in Phase II rule TC analysis, cost of affected TC waste by TC code and physical form, example calculations for estimating emissions, baseline and post-regulatory leachate concentrations for carcinogenic constituents, GEMS/GANS modeling analysis, waste minimization commercial TSD analysis, summary of waste minimization analysis telephone contacts, and sensitivity analysis of groundwater population risk assumptions.
