The primary purpose for this project was to train Mexican engineers/scientists from SEESOL's National Institute of Ecology in the application of aerial photographic analysis to identify potential waste disposal activities and/or sites within Mexico. Training was conducted between August 31 and September 30, 1992 at the U.S. Environmental Protection Agency's Environmental Monitoring Systems Laboratory in Las Vegas, Nevada. Two Mexican students were trained in remote sensing technology; imagery analysis; map reading; and final aerial photo analysis report production methods according to the Course Syllabus shown in Table 1. The second purpose of the project was to conduct a pilot project to demonstrate with hands-on practice how to perform aerial photographic interpretation on specific sites of concern in Mexico. The Matamoros study area in northern Tamaulipas was selected and this report contains the results of that aerial photographic interpretation analysis. This report presents the preliminary results of a training project and aerial photographic analysis of the city of Matamoros and its surroundings, in the state of Tamaulipas, Mexico. This project was conducted in cooperation with the U.S. State Department, EPA's Office of International Activities, EPA's Office of Research and Development, the EPA's Natioanl Enforcement Investigations Center, EPA's Office of Enforcement, the EPA's Region 6 Office, and SEDESOL. Technical support and training for this project were provided by the Lockheed Environmental Systems and Technologies Company and the Bionetics Corporation under EPA contracts 68-C0-0050 and 68-03-3532 respectively.
