Abstract
The document describes basic features of the planning process and their utilization in the development of a state plan for its solid waste management. Purpose of the publication is to aid the various states in preparing comprehensive solid waste management plans. Intended for use by any state solid waste agency, the publication's specific applicability to any one unique situation is not necessarily assured; it is flexible enough, to serve any state in accordance with its own needs and special conditions. The following objectives: A sound planning process; Intergovernmental coordination; Application of techniques and knowledge from the best of organizational theory, and management sciences; Integration of the plan with areawide plans; and Development of sound action programs.
