Abstract
This Instructor Manual has been prepared to aid instructors in the planning and delivery of training for the administration of the Construction Grants Program using prepared videotapes. The subject of the course is the management and administration by state agencies of the Construction Grants Program. However, the object of the grants program is the construction of needed wastewater treatment facilities which abate water pollution and do so without creating worse environmental problems. Projects may include new, upgraded or expanded sewage treatment plants, pumping stations and force mains, intercepting sewers, collection sewers, and the storage and treatment of combined sewer overflows.
