Abstract
The Record of Decision (ROD) presents and selected remedial action plan for the Bell Landfill Superfund Site (The 'Site') in Bradford County, Pennsylvania which was chosen in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 ('CERCLA'), as amended by the Superfund Amendments and Reauthorization Act of 1986, 42 U.S.C. Section 9601 ('SARA'), and to the extent practicable, the National Oil and Hazardous Substances Pollution Contingency Plan ('NCP'), 40 C.F.R. Part 300. The remedial action plan in the document is presented as the permanent remedy for controlling the soil and groundwater contamination at the Site. The remedy is comprised of the following components: Capping two fill areas; and Collecting leachate in new storage tanks for off-site treatment and disposal.
