Abstract
The report is a study of the problem of vehicular congestion on the island of Manhattan with emphasis on its Central Business District. It defines the nature of Manhattan's congestion, traces its growth over the past century, assesses its costs, and evaluates various abatement strategies. The approach is in the manner of a case study of the impact of street congestion on the economic, social and environmental health of the city's residents. Abatement strategies considered include several dealing with traffic management and goods movement, uniform bridge tolls, free transit fare zones, and the development of extensive pedestrian areas.
