The guide is designed to assist in the preparation of the environmental health plan as a part of the comprehensive health plan (physical, mental and environmental) prepared by each State and urban area. Its use will identify to the community and the State those factors which contribute to a healthful environment, the steps needed to achieve and maintain a positively healthful environment, now and in the future, and the resources and timing required to carry out the necessary steps.
