Abstract
This report describes the development of a series of guidelines for the identification and evaluation of localized violations of carbon monoxide air quality standards from motor vehicle traffic. Guidelines for first-stage analysis (screening) were based upon the EPA Indirect Source Guidelines and generalized traffic data. Guidelines for second-stage analysis specify the use of available air quality models. Guidelines for selecting among alternative control measures describe several alternative measures, quantify their air quality impact with data from the literature and from new analyses, and describe their other impacts. Guidelines were tested on 51 locations in Waltham, Mass., data for which is provided in this report. This volume describes development of all the guidelines and includes revised draft guidelines for modeling and for selection of control measures; guidelines for screening were published in a separate volume.
