Abstract
The general objective was to examine possible alternatives to the present set of rules and regulations governing the federal and state sewage facility construction grants-in-aid program in Pennsylvania. Currently existing variations in annual sewer cost per customer were studied for their effect on service provisions and equalization needs. An index of 26 selected social and economic variables which are indicative of a community's economic well-being was developed to measure the financial need component used in setting priorities for sewage facility construction grants. The study indicates that public officials might consider the use of a flexible schedule with maximum reliance on the total relative need rating.
