| Abstract |
The report addresses itself to methods of financing wastewater collection and treatment systems and discusses the considerations pertinent to the selection of a user charge program by local governmental units as a means for raising needed revenues. Based upon a hypothetical model approach, the impact of various user charge methods on each of several classes of users of wastewater systems is analyzed. The findings of this report support the application of user charges to finance a portion of the costs of sewage collection and treatment systems. |
