Abstract | The objective of the report is to provide guidance that will help state and local regulators to review free product recovery plans or that portion of a Corrective Action Plan (CAP) that proposes free product recovery technologies. The report focuses on appropriate technology use, taking into consideration site-specific conditions. It addresses the following three basic questions when reviewing a free product recovery plan: (1) is free product recovery necessary; (2) has an appropriate method been proposed for free product recovery; and (3) does the free product recovery plan provide a technically sound approach to remediating the site. The text focuses on scientific and engineering-related considerations for evaluating alternative technologies for the recovery of free product. |
