Abstract
This study evaluates the risk of oil spills and the costs associated with alternative modes of transporting oil from proposed new Outer Continental Shelf (OCS) lease areas to onshore facilities in southern California. The objective is to assess oil transport risks and costs for specific hypothetical production sites in a formal, analytical fashion to provide policymakers with a clearer picture of appropriate development options.
