Abstract
The module provides a brief introduction to the history and underlying concepts of the Superfund Amendments and Reauthorization Act (SARA) Title III, also known as the Emergency Planning and Community Right-to-know Act (EPCRA), program. It describes the Chemical Emergency Preparedness Program before SARA Title III was passed. It discusses the different aspects of emergency planning, including prevention, preparedness, and response, and explains how SARA Title II is different from other environmental laws and regulations.
