Abstract
The Great Lakes Binational Toxics Strategy (GLBTS) was signed by the United States and Canada (the Parties) in 1997 to advance the goals of Article II(a) of the Great Lakes Water Quality Agreement (GLWQA). The Strategy focus has been on persistent toxic substances in the Great Lakes ecosystem, in particular those chemicals that bioaccumulate up the food chain.
