Abstract
Swan Creek (02-13-07-06) is a tributary of the Chesapeake Bay, and is part of the Upper Western Shore Tributary Strategy Basin. Swan Creek was identified on the States 1996 list of Water Quality Limited Segments (WQLSs) as impaired by excess nutrients and suspended sediments. This document proposes to establish Total Maximum Daily Loads (TMDLs) for the nutrients nitrogen and phosphorus in Swan Creek. The suspended sediment impairment will be addressed at later date. Excess nutrients in an aquatic system act as a fertilizer - algal growth is promoted, which ultimately dies and decomposes, leading to bacterial consumption of dissolved oxygen. The water quality goals of these nutrient TMDLs are to reduce high chlorophyll a concentrations (a surrogate for algal blooms) and to maintain the dissolved oxygen criterion at a level where the designated uses for Swan Creek will be met. The TMDLs for the nutrients nitrogen and phosphorus were determined using the WASP5.1 water quality model. Loading caps for total nitrogen and total phosphorus entering Swan Creek are established for low flow and average annual flow conditions.
