This report provides the results of a pilot OECA Performance Aanalysis focusing on the NPDES "majors" universe, a component of the National Enforcement and Compliance Assurance program. The report was prepared by an ad-hoc team under the direction of the OECA Performance Board and uses the performance-based questions from the OECA "Blue Book."
