Abstract
The major objective of the study was to determine the direct economic impact of implementing RACT guidelines for paper and fabric coating in the state of Massachusetts. It is to be used primarily to assist EPA and the state in the development of implementation plans to achieve air quality goals. Total capital costs, annualized cost and energy consumption for control methods to achieve RACT emissions guidelines statewide for paper and fabric coating were estimated; in addition the direct impact of these upon the state's economy was addressed. Discussed also were selected secondary impacts such as employment, market structure and productivity, though these were given only a minor emphasis.
