Abstract
On December 4, 2002, the U.S. Environmental Protection Agency (EPA) proposed national emission standards for hazardous air pollutants (NESHAP) for Surface Coating of Plastic Parts and Products. The proposed rule fulfills the requirements of the Clean Air Act (CAA), which requires EPA to regulate emissions of hazardous air pollutants (HAP) listed in section 112(b) of the CAA. This document contains summaries of the public comments that EPA received on the December 4, 2002 proposal to establish NESHAP for Surface Coating of Plastic Parts and Products. In this document, EPA responds to the public comments. This summary of public comments and EPA responses serves as the basis for revisions made to the Surface Coating of Plastic Parts and Products NESHAP between proposal and promulgation.
