Abstract
A central provision of the Toxic Substances Control Act (TSCA, P.L. 94-469) concerns the testing of chemical substances and mixtures which are used in commerce or may represent an unreasonable risk of injury to human health or the environment. The Act provides for continuing advice from certain Federal agencies having common interests in identifying chemical substances or mixtures for testing. Accordingly, the TSCA Interagency Testing Committee, which is composed of representatives from those concerned Federal agencies, regularly provides to the Administrator of the Environmental Protection Agency (EPA) recommendations on chemicals and mixtures to which the Administrator should give priority consideration for the promulgation of testing rules. The substances tested are acrylamide, aryl phosphates, chlorinated naphthalenes, dichloromethane, halogenated alkyl epoxides, polychlorinated terphenyls, pyridine, and 1,1,1-trichloroethane.
