Abstract
The manual contains technical guidance prepared by EPA to assist States in implementing the revised Water Quality Standards Regulation. EPA prepared the document in response to requests by several States for additional guidance and detail on conducting use attainability analyses beyond that which is contained in Chapter 3 of the Water Quality Standards Handbook (December, 1983). Consideration of the suitability of a water body for attaining a given use is an integral part of the water quality standards review and revision process. This guidance is intended to assist States inanswering three central questions: (1) What are the aquatic protection uses currently being achieved in the water body; (2) What are the potential uses that can be attained based on the physical, chemical and biological characteristics of the water body; and (3) What are the causes of any impairment of the uses.
