Abstract
Efficiency of hydrologic data collection systems is viewed in terms of the socio-economic value of the data for planning, design and management of water resources systems. Variance of parameter estimates is contrasted with the socio-economic loss functions associated with errors of overestimation and underestimation of true parameters. The use of economic loss functions within the framework of Bayesian decision theory is illustrated for the design of height of flood levees and depth of bridge piers; annual flood data on Rillito Creek (Tucson, Arizona) is analyzed so as to determine the worth of one more year of data for making the design decision.
