Abstract
When Congress passed the Federal Water Pollution Control Act Amendments of 1972 (P.L. 92-500), it recognized that some water quality programs in the United States are of such complexity and severity that they cannot be solved by technology alone. For this reason, the development of an areawide waste treatment planning process is suggested under Section 208 of the Act. The purpose of this document is to present the Rhode Island area and agency designations to the U.S. Environmental Protection Agency for approval. The first four parts of this document constitute the area designation. Parts One, Two, and Three describe the boundaries and characteristics of the designated area, while Part Four discusses the water quality factors take into consideration in establishing the need for a 208 plan for the area. Part Five documents the efforts of the Statewide Planning Program in encouraging local participation. Part Six discusses the mechanisms and measures taken to assure the participation of the general public in evaluating the Governor's proposals. Parts Seven and Eight constitute the planning agency designation. Part Nine, the final narrative section of the designation package, presents a preliminary cost estimate for the preparation of the plan.
