Abstract
This report has been prepared by the U.S. Environmental Protection Agency (EPA) in response to a request by Congress for additional information about underground heating oil and motor fuel tank systems exempt from regulation under Subtitle I of the Resource Conservation and Recovery Act (RCRA). Section 9009(d) and (e) of the 1984 Amendments to RCRA require EPA to study cetain exempt tank systems and to report to the President and Congress on whether these tanks should be subject to the provisions of Subtitle I.
