Abstract
The Clean Air Act Amendments (CAAA) of 1990 require the installation of Stage II vapor recovery systems in many ozone nonattainment areas and direct EPA to issue guidance as appropriate on the effectiveness of Stage II systems. The document provides guidance on the effectiveness of Stage II systems and other Stage II technical information on emissions, controls, costs, and program implementation. Stage II vapor recovery on vehicle refueling is an effective control technology to reduce gasoline vapor emissions that contain volatile organic compounds (VOC) and hazardous air pollutants. Vehicle refueling emissions consist of the gasoline vapors displaced from the automobile tank by dispensed liquid gasoline. The Stage II system collects these vapors at the vehicle fillpipe and returns them to the underground storage tank.
