Abstract
The manual provides instructions on how to plan and carry out successful public involvement in RCRA permitting and corrective action programs, which may be implemented through either permits or enforcement orders. It is intended for use by RCRA technical staff in EPA and RCRA-authorized state programs. It may also be useful to staff of RCRA-regulated facilities to which some public involvement activities are delegated. For simplicity, the term 'regulatory agency' refers to either EPA or a state agency running an EPA-authorized RCRA program and staff from those programs. The manual provides suggestions on how to implement public involvement activities, not just for the limited regulatory requirements, but efforts beyond these requirements. These additional suggested techniques represent EPA policy only. If the reader is a staff member of a state permitting agency or a facility, his or her responsibilities will vary according to what EPA has delegated, and the reader may be subject to additional policies.
