This document describes four hypothetical State programs that meet the requirements of section 1420(a) of the 1996 Amendments to the Safe Drinking Water Act. The purpose of this document is to demonstrate the variety of alternative approaches that States might adopt, emphasizing the significant flexibility inherent in the statutory requirement and EPA's guidance on this subject.
