Abstract
Many areas of the country still must adopt and implement additional measures to meet the SIP requirements for attainment, reasonable further progress (RFP), rate of progress (ROP) or maintenance. Some areas have implemented most available traditional emission control strategies and want to try new types of pollutant reduction strategies to attain or maintain the national ambient air quality standards (NAAQS). Areas that are just developing SIPs should consider more traditional measures first but may also wish to consider voluntary and emerging measures if necessary. The EPA supports and encourages the testing of emerging new pollutant reduction strategies.
