Abstract
This manual has been prepared to assist EPA, State and local agencies in the task of developing control strategies for particulate matter (PM). The manual includes a general discussion of the technical aspects of control strategy development under 40 CFR 51. The emphasis in the manual is on a brief review of pertinent facts supplemented by references to generally available technical documents. Subjects addressed include: Attainment of NAAQS; Procedures for review and development of a PM control strategy; and Question and answer sections discussing particulate emission sources and types, measurement methods, data and funds utilization, modeling, control technology, and control strategy issues. The manual also contains a glossary and subject oriented bibliography.
