Abstract
This report provides the necessary guidance for development of regulations to limit volatile organic compound (VOC) emissions from the coating operations of metal furniture industry. This guidance includes an emission limit which represents Reasonably Available Control Technology (RACT), methods by which RACT can be achieved, and monitoring and enforcement aspects. Specific topics discussed include the following: Sources and types of emissions; Applicable systems of emission reduction; Cost analysis; Adverse and beneficial effects of applying technology; Monitoring techniques and enforcement aspects.
