Abstract | Although the Committee is in agreement with the EPA that there are significant differences in the properties of most sewage sludge and dredged materials, significant exceptions exist. Clearly defined, consistent, rigorous, and peer-reviewed procedures must exist to identify these exceptions. The EPS Office of Marine and Estuarine Protection maintains that existing procedures for evaluating dredged materials (under Part 227.13) are adequate; however, based on the documents provided to the Committee, a rigorous protocol for identifying exceptions do not appear to exist. |
