Abstract |
This guide presents the key issues of solid waste management in a decision-making context. It attempts to anticipate all of the important decisions which local government managers must make in the effort to develop and operate solid waste programs in a responsive, cost-effective manner. Each chapter presents an issue, describes the alternatives, gives the advantages and disadvantages, and concludes with a summary statement which may include an EPA recommendation on the issue. There are four basic categories of criteria by which decisions are made in the solid waste field: costs, environmental factors, resource conservation, and institutional factors. These criteria determine most decisions in the solid waste field. The cost criteria are among the most important to local managers, and therefore cost information is presented for as many of the issues as possible. |
