Abstract
The wastewater treatment problems and facilities planning issues of small communities and rural areas are different from those of large cities or more populated areas. EPA has developed an approach that recognizes these differences and the nature of small community participation in the construction grants program. This report is one of the tools for use by small communities. It contains a generic facilities plan and a procedure to identify communities with the potential for using the generic facilities plan.
