Abstract
This manual is intended to help State and Federal RCRA offices enforce the Toxicity Characteristic (TC) Rule. The TC Rule is one of the major modifications made to the RCRA program since 1980. It reclassifies certain solid wastes as hazardous wastes, thereby bringing new wastes and waste handlers into the Subtitle C program. This manual focuses on enforcement issues that stem from the TC Rule, However, it also contains a review of some basic Federal RCRA enforcement information to provide context for the TC issues and enforcement response, as well as to make the manual easier to use for those less familiar with the Federal RCRA enforcement program.
