Abstract |
The new source performance standards and emission guidelines for municipal waste combustors mandate separation of 25 percent of municipal solid waste prior to combustion. The study investigates the residential recycling programs that communities of different populations and population densities may operate to comply with the requirement. The study predicts that two-stream and multiple-stream recycling programs, along with centralized composting, will be most frequent. The probability that a community will operate a certain program depends on the type of community and type of program. The study also predicts the relationships among the type of program, the type of community, and the diversion rates. The study calculates the total diversion of each separated material, the change in prices of these materials, the cost of each recycling program, and the national cost of the separation requirement. Cost-savings from planned combustor downsizing, avoided landfilling, and avoided garbage collection were also calculated. The estimate of net cost includes annualized capital, operations, and maintenance costs, cost-savings, and revenues. |
