Abstract
A detailed report of the conversion to and operational performance of an oxygen-activated sludge system at the Westgate wastewater treatment plant in Fairfax County, Virginia, is given in this report. It is presented in the form of a case history including the time span leading up to and following the decision by the County to convert to oxygen-activated sludge. Available design and performance data for the original aeration-sedimentation system is presented as well as data for the chemical and chemical/carbon systems which were employed to upgrade plant performance prior to the decision to use oxygen-activated sludge. The need for a high efficiency wastewater treatment system and the decision to employ oxygen-activated sludge at Westgate are discussed and followed up with details on the design, construction, startup, operation, performance, and costs of the oxygen-activated sludge system. An important aspect of this report is a comprehensive presentation of startup and performance data generated over two years of operation (October 1971 through September 1973) of the Westgate oxygen system.
