Abstract
The 14-acre Brown's Battery Breaking site is an inactive lead-acid battery processing facility in Tilden Township, Berks County, Pennsylvania. The area surrounding the site is primarily agricultural with scattered rural residences. The site is bordered by Conrail tracks, Mill Creek, and the Schuykill River. The State conducted onsite and offsite investigations during the 1980s that identified lead concentrations in excess of acceptable limits in residents, livestock, soil, and surface waters. A 1983 EPA investigation revealed extensive lead contamination in onsite soil and sediment located in the Schuylkill River. EPA initiated an Immediate Removal Request to relocate three families and to excavate and consolidate 13,000 cubic yards of contaminated soil and battery casings into an onsite containment area. A second removal, initiated in 1990, consisted of temporarily relocating all onsite residents. The Record of Decision addresses site access; subsequent actions will address soil and ground water remediation. The primary contaminant of concern affecting the soil, sediment, ground water, and surface water is lead.
