Abstract
The 71-acre Portland Cement (Kiln Dust No. 2 and No. 3) site is in a primarily industrial/commercial area of Salt Lake City, Utah, and consists of 3 separate but adjacent properties known as Site 2, Site 3, and the West Site. Between 1965 and 1983, the Portland Cement Co. deposited approximately 495,000 cubic yards of waste cement kiln dust (CKD) on each of the three properties comprising the site. Waste CKD consists primarily of heavy metals and other inorganics and is highly alkaline. The waste CKD has also produced a contaminant plume which is present in the shallow ground water beneath the site and some adjacent properties. The Record of Decision, the first operable unit, addresses removal of the waste CKD and temporary onsite storage of the chromium bricks. The primary contaminants of concern affecting the waste CKD are metals including arsenic, chromium, and lead, and other inorganics.
