The background document provides the Agency's rationale and technical support for selecting the constituents to be regulated in K048, K049, K050, K051, and K052 wastes and for developing treatment standards for those regulated constituents. The document also provides waste characterization information that serves as a basis for determining whether variances may be warranted for a particular waste having the same waste code as one of the five wastes above but with characteristics such that the particular waste is more difficult to treat than the waste for which the treatment standards have been established.
