The background document provides the Agency's technical support and rationale for the development of treatment standards for the constituents to be regulated for the above-mentioned wastes. The three gaseous U and P wastes are: ethylene oxide (U115), nitric oxide (P076), and nitrogen dioxide (P078). These standards are applicable to the wastes listed as well as to any wastes generated by the management or treatment of the listed wastes.
