This training module presents an overview of the land disposal restriction program. The module defines the basic terms and describes the structure of the LDR regulations; identifies the statutory basis for LDR; describes the applicability of LDR; explains how EPA sets treatment standards; identifies treatment standards for wastes subject to land disposal restrictions and cite the CFR section; describes and identifies how extensions and variances from treatment requirements are obtained, including Federal Register citations; defines generator and treatment, storage, and disposal facility (TSDF) requirements under the LDR program; and summarizes the schedule of existing restrictions and the plan for restricting newly identified wastes.

"Land disposal units, such as landfills and surface impoundments, must comply with stringent requirements for liners, leak detection systems, and groundwater monitoring. The land disposal restrictions (LDR) provide a second measure of protection from threats posed by hazardous waste disposal. LDR provides that a hazardous waste cannot be place on the land until the waste is treated (or meets specific treatment standards) to reduce the mobility or toxicity of the hazardous constituents in the waste.
